Protest EPA Polluters-First Policies The Trump administration continues risking lives to benefit polluters. The Environmental Protection Agency (EPA) is gutting health and climate protections by repealing its scientific finding that greenhouse gases endanger public health and welfare. Appropriates $900,000,000 from the General Fund to the CEC for the 2025–26 fiscal year for the CERIP for local incentive grants to increase investment in clean energy infrastructure.

Electricity: renewable energy subscription programs: Community Solar.
In 2022, Ward got a bill passed (AB915) that allowed renters and small home owners in low-
income neighborhoods, who could not install rooftop solar, to “buy into” neighborhood solar arrays. But the CPUC devised rules for implementation that made the program financially infeasible. This bill would remedy the actions of the CPUC. It’s a climate justice/equity bill.

Energy: building standards: passive house standards
Existing law requires the State to prescribe design standards for buildings to reduce energy consumption. This bill would require the State to evaluate Passive House energy efficiency standards (which are more stringent than current CA standards), and, if appropriate, adopt them as an alternative compliance pathway. This is would encourage building electrification.
